City Employees Credit Union Appoints James R. Carroll as New President and CEO

City Employees Credit Union (CECU) is pleased to announce the appointment of James R. Carroll as its new president and chief executive officer, effective immediately.

Carroll, a seasoned financial executive with over 30 years of experience in credit union and banking leadership, has been serving as interim president and brings a strong strategic vision to guide CECU into its next chapter of growth and innovation.

Carroll has a long-standing history with City Employees Credit Union, where he has held multiple leadership roles since 2009, including vice president of finance, vice president of operations and lending manager. Throughout his tenure, he has demonstrated exceptional leadership in financial management, strategic planning, risk mitigation and operational efficiency, overseeing the credit union’s $100M+ in assets. His extensive expertise in NCUA regulatory compliance, member relations and budget management make him an ideal choice to lead CECU forward.

His vision includes implementing innovative financial solutions, driving operational efficiencies and reinforcing the credit union’s commitment to its members.

Carroll holds a Bachelor of Science in Finance from the University of Tennessee and has held various leadership positions in banking and finance, including roles at Commercial Bank and National Bank of Commerce/SunTrust Bank. He has also been actively involved in community and professional organizations, serving as treasurer for the Powell Business and Professional Association and Business Networking International.
