Pravina Raghavan, Director
About the Speaker
Ms. Pravina Raghavan began her tenure as the Director of the U.S. Department of the Treasury’s Community Development Financial Institutions Fund (CDFI Fund) on March 11, 2024.
On her appointment, Noel Poyo, Treasury’s Deputy Assistant Secretary for Community and Economic Development said, “I am proud to introduce Director Raghavan to the CDFI Fund team and the broader community finance field. She is a seasoned leader in community and economic development with an impressive track record of overseeing billions of dollars in mission-oriented federal investments.”
Prior to the CDFI Fund, Director Raghavan served as the director of the Hollings Manufacturing Extension Partnership (MEP) located at the U.S. Department of Commerce’s National Institute of Standards and Technology (NIST). MEP helps small and medium-size U.S. manufacturers develop new products and customers, expand, and diversify markets, adopt new technology, and improve supply chains.
Prior to MEP/NIST, she served as executive vice president in the Division of Small Business and Technology Development for Empire State Development, the New York State economic development agency. In that role, she led and managed a diverse portfolio including small business lending, bond guarantee, venture capital and technical assistance programs that provided billions of dollars in economic impact for the state; created and implemented the $100 million New York Forward Loan Fund and Empire State Digital resource for COVID-19 small business recovery; and designed and implemented the state’s $800 million COVID-19 Small Business Recovery Grant Program.
She also served as deputy associate administrator of investment and innovation at the U.S. Small Business Administration (SBA) and was responsible for the Small Business Investment Companies Program, Small Business Innovation Research Program and High Growth Entrepreneur initiatives. She also served as district director for SBA’s New York District Office.
Director Raghavan previously served as senior adviser to then-Deputy Secretary of Commerce Bruce H. Andrews. In that role, she worked on a large number of economic and operational issues across the department, including strategic planning and policy development on various topics including emergency management, economic development, international trade, weather, budget, contracts, staffing and technology development.
Before joining the federal government, Director Raghavan was a vice president with MTV and BET Networks, a founder and owner of a global strategic advisory firm, and business development director for Misys PLC, one of the world’s largest banking software companies. She was also an associate at Broadview International, a London investment bank, and worked at AT&T in several finance and management roles, including her last five years as mergers and acquisitions director for Europe and Asia. Director Raghavan has an M.B.A. in finance from Seton Hall University and a B.S. in finance from the Pennsylvania State University.
Secretary of State Tre Hargett
About the Speaker
Tre Hargett (Pronounced Har-gett) was elected by the Tennessee General Assembly to serve as Tennessee’s 37th secretary of state in 2009; he has been re-elected to this position in 2013, 2017 and 2021. Secretary Hargett is the chief executive officer of the Department of State with oversight of more than 300 employees. He also serves on numerous boards and commissions, on two of which he is the presiding member. The services and oversight found in the Secretary of State’s office reach every department and agency in state government.
Accuracy, cost-effectiveness, and accountability drive every decision within the department. Secretary Hargett places a premium on customer service while leveraging technology to create efficiencies that benefit taxpayers with a customer-centered approach to state government.
Under Secretary Hargett’s leadership, the department has implemented a massive overhaul of its technological abilities to embrace customers online. The department offers Tennesseans online voter registration and the GoVoteTN mobile app to help increase voter registration, turnout, and awareness.
A redesigned website, found at sos.tn.gov, offers a wealth of information and services, including an intuitive online corporate filing system, a place where consumers can learn how their charitable contributions are being spent and resources to promote civic engagement across Tennessee.
He also continues to promote the vast resources of the Tennessee State Library & Archives. Thanks to his work with the Tennessee General Assembly, the Library & Archives recently moved to a new facility on the Bicentennial Mall where it can better serve all Tennesseans while preserving the state’s history.
Secretary Hargett was named a Council of State Governments Henry Toll Fellow in 2010, an honor given annually to forty-eight of the nation’s top state government officials. Additionally, he is on the board of directors of the YMCA Center for Civic Engagement, a member of the Union University Advisory Board, as well as chairman of the executive committee of the Republican Secretaries of State Committee (RSSC). Secretary Hargett is also a graduate of the Aspen Institute – Rodel Fellowship Class of 2010. He has also been recognized for his support of National History Day.
Previously, he served as chairman of the Tennessee Regulatory Authority. Before joining the Tennessee Regulatory Authority, he was regional vice president for a publicly traded emergency services provider.
Secretary Hargett served in the Tennessee House of Representatives for a decade representing District 97 (Bartlett and Memphis) and was twice elected Republican Leader by his colleagues.
Mr. Hargett earned a B.B.A. in Accounting with honors from Memphis State University, as well as an M.B.A. from the University of Memphis.
A native of Ripley, Secretary Hargett now lives in Hendersonville with his wife, Dawn, and their two sons. He is a Southern Baptist and attends Indian Lake Peninsula Church.

Greg Gonzales
About the Speaker
Greg Gonzales is the 18th commissioner of the Tennessee Department of Financial Institutions, who began serving in this role in 2005, and was reappointed by Governor Bill Lee. He has served in the Department since 1986. In this position, Gonzales serves as Tennessee’s chief regulatory officer of all state-chartered depository and licensed non-depository financial institutions. Additionally, he has served as assistant commissioner and general counsel for the Department.
John McKechnie
About the Speaker
John McKechnie serves as Senior Partner for Total Spectrum, having been with the firm since 2011. In this role, McKechnie represents a wide variety of credit union and financial services providers on Capitol Hill. This follows five years in government as a Presidential appointee at the National Credit Union Administration (NCUA), where he served three Chairmen in the capacity of Director of Public and Congressional Affairs.
